Same mountains, nine different jobs

The finish going into the pool doesn't change at the county line — quartz is still $5–8 per sqft and pebble $9–12 per sqft whether the pool is in Etowah or on the Highlands plateau. Three things do change: who permits the work, how hard winter hits the pool, and how far the crew and materials travel. That's why each county gets its own page instead of one generic service-area blurb.

Permitting is county business in WNC. Straight resurfacing is generally maintenance, but structural shell repair, gas lines and equipment electrical pull a building permit — and every county runs its own counter. Henderson County Permits & Inspections on North King Street handles our home market, including Flat Rock, Laurel Park and Mills River by contract. Buncombe is the one county where jurisdiction splits: the county office on Woodfin Street covers unincorporated Buncombe plus Biltmore Forest and Weaverville, while City of Asheville Development Services issues permits inside city limits. Transylvania, Rutherford, Polk, Haywood, Madison and Macon each run one county office — Polk's is a single consolidated counter at 35 Walker Street in Columbus — and Jackson County adds a Cashiers satellite office so plateau projects at Cashiers and Sapphire don't route back to Sylva. On top of that, any HOA, club, resort or community pool in any county carries an annual operating permit from county Environmental Health under the state's Rules Governing Public Swimming Pools (15A NCAC 18A .2500).

Elevation decides how the pool ages. Our territory spans Tryon's warm thermal belt at roughly 1,085 ft — the longest season we serve — up through Hendersonville and Asheville around 2,000–2,200 ft, Waynesville at 2,600 ft, and the Cashiers and Highlands plateaus above 3,200 ft and 4,118 ft.
